I believe that they mean the icon "floats" outside the contact area of your finger so you can SEE the icon you're dragging. And that this is a "weird" feeling to see it like that since if you drag something with a mouse cursor, it usually appears right under the cursor.

Don‘t like that ，“When the fingers hold down the icon, the icon will be suspended above the finger, and then only with the fingers moving mobile ”
infront of your fingers，design onparpose，perhaps ，if the icon is under yourfingers ，you won’t see it
