mobile voip capatibility?

please excuse my ignorance but will this phone be able to be used as a mobile voip phone here in N.A. Is that what the wi-fi suggests?

If you mean the M8:
the M8 runs a flavour of windows; windows has voip apps (there are some especially for windows mobile) and yes the wifi allows you to connect to the internet to use your voip applications. Don't rely on using wifi voip all the time though - hotspots aren't everywhere - that's what the cell phone part of the M8 is for.

Does VoIP lag when someone is downloading on the same internet line? Or is VoIP independent of household internet?

In my pc i use Skype and i play battlefield 2 online while i talk with 2 friends in skype and it dont lag but we talkas msn call.
I think it will not lag with a home call, it dont waste much DSL.
