So, i am a Meizu reseller in my country, and for sure, an user of this great phone too...

So, my question is: Do you know what is this theme? Or if is it really exists?

as far as i know this theme dont exist...its created by a graphic programm

But you can create one, not completely =, but the icons and wallpaper

No, you can edit everything you like! There are certain dll files in the windows folder which contain all the graphical files. The most important file is the "shellres.dll". Here you can find things like the top bar or the buttom bar in png format and it's kind of easy to edit them. You can open and change the dll files with the program "Radialix 2". It's not really complicated even if you like to design.

Can we edit the time/bat bar?
The normal its blue, can we change to black for exemple?

I don't know what you exactly mean but I think all you can see on your M8 is editable.

For example you can easily change the bars:
