Yes, M8 Weather needs to be 'registered' for 6rmb, and is, like most weather apps available, mainly for Chinese cities. I am not sure you will find many cities outside China for which they will provide weather updates.

I am using Kaixin Weather which is ok. Not as flashy as M8 Weather. But same as for the others, it's only in Chinese and although I found New York and London, there was no Paris (all through Chinese characters input).
