GPRS and WiFi

I bought a M8 recently and read the "No Wifi" Topic, so a few questions have popped into my head.

1. When they say WiFi, is it free? To my knowledge, WiFi was created by a freesource user base that used free government provided radio channels.

2. In my phone's settings menu, it lists GPRS instead of WLAN. Does this mean I have a Final version instead of Test?

3. Is GPRS included in a plan for free, I see a lot of listings on the internet about carriers and their GPRS information.
