Question about M6 resource file

I'm referring to 2.004.6 resource file. In there I can find some unidentified .bin files: 0013-0025 and 0028.
"Unidentified" means that I don't know what they are. AFAIK, 0026, 0027 and 0029 are font resources.
Does anyone know? Some of these resource files look like tables of some sort -- especially resources 0013-0021, 0022 and 0025. Are they encoding tables (e.g. GBK-Unicode table), or what?
