And about Job, I don't know about others, but I have given neg rep two times. Normally, I don't disclose reasons publicly, but since Job is being so loudmouthed about it (forum posts, signature), then I assume he won't be ashamed if I write why. Also, you can't see the posts because they have been deleted because they would otherwise have spread confusion and a generally negative experience to readers of the thread(s).
One instance I remember best was when a member asked for a solution to a Meizu M6 problem, reply #2 gave some software suggestions, Job quoted #2 and asked some off-topic question about a specific software mentioned (his post was around 5 words).
Generally, if you do not have any value to add, be quiet. There are of course other cases where you need to ask for a solution, express gratitude to people who've helped or some strong feeling towards a piece of information, and that's understandable too.
