I personally think that equalisers should only be used when there's something wrong with the song or the equipment (say, headphones) in the first place.
I'm sure the author meant the bass and treble to be at a certain level when they were recorded - so why should I force them to something else based on song type?
You would probably only get distortion anyway. If you look at the waveforms of most mp3's you'll see they are at the limit of clipping, or even over - so there's no room to make adjustments, except downward.
I always leave the equaliser at 0-everything.
