I transfer this topic from another thread, because of the topic appears to be out of that thread.
I think Wikipedia mistaken. See for example Home - ID3.org or simply make ID3v2.4 tag by some software and look at the file.

id3v2.4.0-structure - ID3.org5. Tag location
The default location of an ID3v2 tag is prepended to the audio so
that players can benefit from the information when the data is
streamed. It is however possible to append the tag, or make a
prepend/append combination.
Correct me if I am wrong, but I believe there is no tag-editor out now which can handle appending the tag.
