I think Wikipedia mistaken. See for example Home - ID3.org or simply make ID3v2.4 tag by some software and look at the file.

The specification of ID3v2.4 allows appending the tag.

5. Tag location

The default location of an ID3v2 tag is prepended to the audio so
that players can benefit from the information when the data is
streamed. It is however possible to append the tag, or make a
prepend/append combination.

Correct me if I am wrong, but I believe there is no tag-editor out now which can handle appending the tag.

You are right. I was a bit wrong when saying that ID3v2.4 SHOULD be prepended. As for tag-editors: at least I do not know a one that appends the tag. I think it is rather due to compatibility issues. Moreover v2.4 quite less widely distributed than v.2.3.
