Which software can i use to make LRC files?

Which software can i use to make and edit LRC files?
I tried WINAMP Media player but i can't seem to find where to edit/create LRC files.

OR

If any of you know any GOOD sites where i can download LRC files which is updated daily (not 51lrc because they dont have recent songs such as Slam by Omarion and Bow wow ft Chris Brown)

I'd appreciate if any of you could help me out with this,
