This is not totally true, as there is hardly any
GSM (if any at all!?) products being produced any more that do not have 850 or/and 1900 Mhz band to make it useable worldwide (despite where it is being produced or/and marketed), now if the device has any of these bands on the regular GSM network (not talking about the data band(s)) it will require to pass FCC before being able to be launched. Whereas your statement in theory is true in real life chances that this device would be released without 850 or 1900 support is not very likely.
